Mr. Rogers heads the Firm’s special education law practice.  He also has extensive experience with employment matters (public and private) and has handled virtually all types of litigation involving school districts.  He has considerable experience in state and federal court, before administrative agencies, and substantial appellate experience.  He is a frequent presenter on the subject of special education law.  He currently serves as the Firm’s managing partner.

Mr. Rogers worked as both an associate (1980-85) and partner (1985-88) with Reynolds, White, Allen & Cook.  In 1988 he joined the firm of Brown, Parker & Leahy, L.L.P. and on May 1, 1996, he joined David M. Feldman in partnership.

Education and Honors
Mr. Rogers received his Bachelor of Journalism degree from the University of Texas at Austin in 1975, and his J.D. degree from South Texas College of Law in 1980 (where he was on the Dean’s Honor List all 3 years and received the E.E. Townes Award for Scholastic Excellence from 1979-80).  Mr. Rogers is admitted to practice before the U.S. Supreme Court; U.S. Court of Appeals, Fifth Circuit; U.S. District Court, Southern, Eastern, Northern and Western Districts of Texas.

Mr. Morris represents both public and private sector clients, advising them on a wide range of legal matters, including personnel issues, employee grievances and terminations, employment contracts, student discipline, construction, competitive bidding and policy development.  His practice also includes representation of public and private sector clients in a wide variety of litigation, including civil rights, employment and construction litigation.  He has had extensive trial experience in state and federal court (both jury and non-jury cases), before administrative agencies, and substantial state and federal appellate experience. He has been peer reviewed by Martindale-Hubbell, receiving an AV rating, which denotes the highest rating in legal ability and ethical standards and was selected for inclusion in Texas Super Lawyers: Rising Stars (2004) and Texas Super Lawyers (2009 and 2010).  Mr. Morris served as an adjunct professor of appellate advocacy at South Texas College of Law from 1991 to 2000.
 

Mr. Morris began his legal career working at Vinson & Elkins, L.L.P. in its Business Litigation Section.  He joined David Feldman in practice in 1993 and became a partner in the firm in 1997.

Mr. Morris is admitted to practice before the U.S. Supreme Court; U.S. Court of Appeals, Fifth Circuit; U.S. District Court, Southern, Eastern, Northern and Western Districts of Texas.

Education and Honors
Mr. Morris received his Bachelor of Journalism degree from the University of Texas at Austin in 1988, and graduated summa cum laude from South Texas College of Law in 1991 where he served on the school’s law review and was a member of both the Order of the Lytae and Order of Barristers.  He was also a Langdell Scholar and a recipient of the Alumni Association’s Honor Scholar Award and the Houston Hispanic Bar Association’s De Anda Scholarship.  In law school, he competed as a member of several national moot court teams, including the winning team of the American Bar Association’s National Moot Court Championship (1990), winning awards both as an oralist and brief writer.

Mr. Grover’s practice focuses on the representation of both private and public sector employers in all forms of labor, employment and civil rights matters.  Mr. Grover has trial experience in both state and federal courts and has successfully defended claims under the Fair Labor Standards Act, Title VII, the Americans With Disabilities Act, the Age Discrimination in Employment Act, the Family and Medical Leave Act, the Texas Commission on Human Rights Act, and other statutory and common law claims, including wrongful termination, workers compensation retaliation and various tort claims.  Mr. Grover also has significant experience defending governmental entities and public officials from civil rights claims, whistleblower claims, and other causes of action unique to the public sector.

Mr. Grover received his B.A. from Southwest Texas State University in 1987, and received his J.D. from South Texas College of Law in 1991.  While in law school, Mr. Grover was a member of the South Texas Law Review, recipient of the American Jurisprudence Award and was on the Dean’s List.

Ms. Spalding’s practice focuses on all matters concerning public school districts across Texas, including governance, open government, personnel, students, contracts, elections, and litigation.  Ms. Spalding is a frequent speaker at school law conferences and conducts numerous trainings for school districts.  Ms. Spalding has also represented private entities in all aspects of employment including counseling and litigation.  Ms. Spalding has extensive experience practicing before state and federal courts, and is admitted to practice before all Texas Courts, as well as before U.S. District Courts in the Southern, Eastern, Northern and Western Districts of Texas and the Fifth Circuit Court of Appeals.

Ms. Tucker’s primary practice is representing school districts in special education and disability law litigation.  Her experience also includes representation of school districts in ARD meetings and mediations, preparing response to TEA Complaints and drafting Shared Service Arrangement Agreements.  She was admitted to the Texas bar in 2003.  She is admitted to practice before the U.S. Supreme Court, the Fifth Circuit Court of Appeals, and before the U.S. District Courts for the Southern, Northern, Eastern and Western Districts of Texas.

She received her preparatory education from Texas A&M University (B.S., 1993; M.Ed. with emphasis in special education, 1996); and her legal education from South Texas College of Law (J.D., 2003).  Ms. Tucker was also on the South Texas Law Review, Dean’s List and received the American Jurisprudence Award.  Ms. Tucker is a member of the Garland Walker Inn of Court and Texas Council of School Attorneys.

Mr. Brush’s practice is focused on litigation, including the representation of public and private entities in all types of labor and employment, civil rights, commercial, and construction litigation.   Mr. Brush has experience handling matters in Texas and federal court at both the trial and appellate levels.
